State of Oregon

State of Oregon

The State of Oregon launched the state’s first automated Enhanced 9-1-1 system under Thera Bradshaw'ss leadership in Clackamas County in 1986. She is well known as an early adaptor and the pioneer for improving the 9-1-1 in the State of Oregon throughout the nation. Since 2006, Ms Bradshaw has been working on $400 million dollar Oregon Wireless Interoperability Network project to improve communications capabilities for the State of Oregon.

State of Hawaii

Hawaii has contracted with TKC Consulting Group to provide the 9-1-1 Executive Director services for the State of Hawaii. State of Hawaii Act 159/SLH 2004 (the Act) created a Wireless Enhanced 911 Board (the Board) which is administratively attached to the Department of Accounting and General Services (DAGS). The purpose of the Act is to provide Public Safety Answering Points (PSAPs) and wireless providers with the funding needed to acquire technology that will enable PSAPs receiving 911 calls from wireless phones to see the caller’s identification and location. The Act also allowed the creation of a special fund outside the state treasury.

TKC founder, Thera Bradshaw, recently retired from the City of Los Angeles, Information Technology Agency, as the CIO and General Manager. The City of Los Angeles is the second largest city in America with the Mayor and Council committed to improve services benefiting the public. Thera’s leadership on e-government, public access, advancing technology’s role, and telecommunications policy brought major transformation to LA during her four year tenure.

Thera Bradshaw is the former Executive Director of the City & County of San Francisco's Emergency Communications Department. Under Thera’s leadership, a new department was established from what has been traditionally a support service function within police, public health, and fire departments. She lead the implementation of a $200 million dollar capital project improving 9-1-1 emergency communications in San Francisco.
